The Community Development Block Grant (CDBG) is a federally funded grant program. CDBG funds are awarded by the U.S. Department of Housing and Urban Development (HUD) to qualifying communities to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and providing improved community facilities and services.
The City of St. Cloud has drafted its 2024 Annual Action Plan and is available for public review and comment before the City submits for HUD approval. The City is expected to receive $670,000 +/- in CDBG funding similar to last year.
Comments submitted to carla.berry@ci.stcloud.mn.us no later than 3:15 p.m. on Monday, May 15th, 2024 will be included in the final submission to HUD .
The City of St. Cloud is required to prepare an annual action plan to notify citizens and the U.S. Department of Housing and Urban Development (HUD) of the city's intended actions to occur during that specific program year. The action plan identified the objectives the city hopes to achieve and outlines the activities the city will undertake to achieve those objectives.
The City of St. Cloud is required to prepare a five-year Consolidated Plan for long-term planning purposes. It describes community development priorities and the multi-year goals based on an assessment of housing and community development needs, an analysis of housing and economic market conditions, and available resources.
The 2020-2025 Consolidated Plan identifies the following housing and community development priorities for utilizing HUD funding:
Affordable Housing: Increase the supply and improve the condition of affordable owner-occupied and rental housing in the community.
Public Facilities and Infrastructure: Provide public facilities and infrastructure meeting the needs of low-moderate income persons.
Support Services: Reduce poverty, increase stability, and address homelessness by supporting health, well-being and self-sufficiency programs.
Economic Development: Increase economic opportunity for residents through job training and business assistance programs.
The City of St. Cloud is required to prepare an assessment of its accomplishments toward meeting the priority goals outlined in the 2010-2014 Consolidated Plan to citizens and HUD. This annual assessment is known as the Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER provides a review and evaluation of the City of St. Cloud’s progress toward meeting the annual goals and outcomes as outlined in the PY2010 Annual Action Plan and larger five year goals identified in the Consolidated Plan.

The City of St. Cloud encourages citizen participation in all aspects of government and particularly through its CDBG program.
In January 2013, the City of St. Cloud, in partnership with several community stakeholders, commissioned a housing assessment to enhance the understanding of housing and homeless issues throughout the community.
An update of this study was completed in 2019. The assessment is intended to quantify the supply and demand for the full range of the housing spectrum in St. Cloud.
The Analysis of Impediments to Fair Housing is a fair housing review required by the U.S. Department of Housing and Urban Development (HUD).
In 2015, the City updated its Analysis of Impediments to Fair Housing Choice (AI). The document reviews information and outlines impediments, or obstacles, to fair housing for its citizens, and describes the City goals of removing impediments and assuring fair housing choices for its citizens.
